Sally joined the Victorian Chamber after nearly six years as Chief Executive Officer of Bendigo Kangan Institute (BKI), Australia’s largest integrated skills organisation comprising Bendigo TAFE, Kangan Institute, VETASSESS – a national and international provider of assessment services – and eWorks, a specialist in e-learning hosting content and consultancy.

A highly respected figure in the public sector, Sally has held senior executive roles at the Department of Justice, the City of Casey and VicRoads, where she led large-scale organisational change, regulatory modernisation and service delivery improvements. Her work has included restructuring government agencies to better serve regional communities, establishing the Independent Broad-based Anti-Corruption Commission (IBAC), scaling up local government services for growing populations and modernising licensing and registration systems for Victoria’s largest service provider.

In 2022, Sally was recognised as a Fellow of the Institute of Public Administration Australia (Victoria) for her outstanding contribution to public administration and exemplary service to the Victorian community. She was also recognised in IPAA Inaugural Top 50 women in the Public Service in 2017 and is a member of the Chief Executive Women, Member International Women's Forum.

Sally’s leadership philosophy is anchored in purpose, collaboration and innovation. She has a proven track record in guiding organisations through transformation while keeping a strong focus on people, partnerships and community impact. She is particularly passionate about the power of education and skills to change lives and has been a champion for diversity and inclusion initiatives, including serving as an inaugural Champion of the Victorian Chamber’s Chamber Change program to support women in business.
